Elubayeva Rakhat Sailaubekovna entered the Zhambyl Pedagogical Institute in 1993 with a degree in Kazakh language and literature, and in 1997 graduated with honors from the Faculty of World Languages of Zhambyl University. In 1998-2000, he studied at the Postgraduate School of this educational institution, in 2000 he successfully completed full-time postgraduate studies and defended his scientific PhD thesis on the topic: "scientific foundations of moral education of students through ethnopedagogics in the process of teaching the Kazakh language". From 2000 to 2004, he worked as an associate professor at the Department of "Kazakh literature" of Taraz State University, Taraz State Pedagogical Institute, from 2004 to 2008-head of the Department of "Kazakh literature" of the Taraz Institute of the International Kazakh-Turkish university named after A. Yasavi. Since 2008-2009 academic year, he has been appointed head of the Department of "general languages" of Taraz innovative and humanitarian University, Head of the Department of "Pedagogy" in 2009-2010 academic year, head of the Department of "Philology" from 2010-2011 academic year to 2019,head of the Department of "preschool and primary education" since September 2019, from September 1, 2020-2021 academic year, head of the Department of "pedagogy and psychology" and "pre-school together with the departments of "primary and primary education", Since September 2020, in connection with the reorganization of the Department of" general pedagogy", he has been working as the head of the Department of" General pedagogy".
ElubayevaRakhatSailaubekovna has published more than 100 scientific, scientific and methodological works, including 1 monograph, 2 textbooks, and 7 teaching aids. In 2010, he was awarded the academic title of associate professor in the specialty 10.01.02 - "Kazakh literature". And in 2013, he received the title of corresponding member of the Regional Academy of Management.
RakhatSailaubekovna was repeatedly awarded the prize of the nomenclature "business leader", for her contribution to the popularization of the state language in 2013, 2017 and 2018, she was awarded letters of thanks from the Department for the development of languages of the Zhambyl region akimat. In 2013, he was awarded the Jubilee Medal" 5 years of Taraz innovation and humanitarian University", in 2018-the Jubilee Medal" 10 years of Taraz innovation and humanitarian University", in 2016-the certificate of honor of the Akim of Zhambyl region, in 2018-the certificate of honor of the Ministry of Education and Science of the Republic of Kazakhstan, in 2019-the gold medal named after A.
